International Coordination and Cooperation Office

The Office of Coordination and International Cooperation is an essential part of the management of reform and rehabilitation centers, as it carries out a large circle of integrated cooperation and coordination with a group of international and national organizations and bodies concerned with correctional work in particular, and some social and psychological counselors, doctors and lecturers from various universities and institutes, and lecturing training, educational and cultural and guidance lectures to workers and inmates alike, in order to raise the level of coordination in order to ensure the achievement of the required goals. The office is also specialized in translation.

Work Mechanism

The work mechanism of the International Coordination and Cooperation Office with international organizations is carried out according to international standards as follows:

We are contacted by the international organization or the legally accredited entity via an e-mail approved by the Correction and Rehabilitation Centers Department (Institute for Training and Development of Correction and Rehabilitation Centers) containing either holding workshops or support for the Department of Correction and Rehabilitation Centers with regard to workers inside these centers or detained inmates, and all 24 hours, and after that the administration is addressed to take the necessary action, and on this basis the Public Security Directorate (Diwan) is addressed to carry out the legal requirements and obtain security approvals in relation to that mail. Once the security approval is obtained, we adopt what was stated in the mail sent to us and we do the necessary on it in cooperation with the concerned organization .

The most important organizations that have been dealt with and are still working with them:

  1. European grant provided by the European Union and implemented by the following:
  • The French Agency for Development and the Public Interest Group for Justice and International Cooperation.
  • Spanish cooperation.
  • United Nations Office on Drugs and Crime (UNODC): HOLDING workshops and training courses.

2- German Agency for International Cooperation (GIZ): Work continues to support them with regard to the European scholarship regarding the addiction treatment centre and the training centre to be established and to carry out study visits. Work continues and work on holding workshops in the areas of reform and rehabilitation centers, rehabilitation of workers and methods of rehabilitation of the residents of the reform and rehabilitation centers.

3- German Foundation for Legal and International Cooperation (IRZ): Supporting penal institutions, holding workshops and courses, conducting field visits to European prisons and providing experts for workshops on the work of reform centers.

4- The German Criminal Investigation Agency (BKA): A computer laboratory was established within the Institute for Training and Development of Correction and Rehabilitation Centers.

5- The Pompidou Group (MIDNET) project: where it is currently coordinating with the Drug Enforcement Administration and work is still ongoing on it, which is concerned with capacity-building for law enforcement authorities, improving health conditions and reducing risks for drug users.

6- The United Nations High Commissioner for Refugees (UNHCR): Workshops were held on how to deal with refugee inmates inside correction and rehabilitation centers.

7- The Office of International Affairs for Drug Control and Law Enforcement (INL): An agreement was signed with the Public Security Directorate to support and develop Public Security Directorate projects in the field of drug control and to support reform and rehabilitation centers in their correctional programs.
