First: Creating a Follow-up and Settlement Division

 In accordance with the issuance of the Law on Protection from Domestic Violence in 2017, which includes articles related to conflict resolution and imposing measures, a system of measures related to the ratification of family dispute settlement agreements which was issued by the Cabinet No. (100) in April of the year 2019.

 After completing the family dispute settlement process, the Follow-up and Settlement Division was created on 6/8/2020, and a settlement officer and measures officer were assigned  at all  the field division began its actual work in the last quarter of 2020, and on 10/8/2020 the first agreement was referred  Settlement to court.

 Second: Institutional Development Office

 An office for the development of institutional performance has been created and an expert from the Monitoring and Evaluation Department has been attached to study the internal processes and services provided by the department in cooperation with partners and develop them on an ongoing basis to reach the satisfaction of service recipients.

 Third: Governance Plan

 Pursuant to the  directives of His Majesty King Abdullah II Ibn Al Hussein, which stressed the importance of establishing the supreme principles upon which the nation was built in order to uphold them, such as justice, equality and the rule of law, in addition to combating corruption, transparency and accountability, which are essential pillars of good governance in Jordan.

 Realizing the importance of good governance and its impact on the reputation of the department , Public Security Directorate has taken necessary steps  to abide these principles and what this requires for the development of an integrated system for oversight, integrity, justice and transparency, including means of measurement for performance review, oversight and evaluation.

 

 

Fourth, the risk management plan

 In the recent period, the need for a risk management methodology has grown within the department , for several reasons, the most important of which is the sustainability of public safety, the protection of the employees from expected dangers, and its importance in research, planning, forecasting, warding off risks, reducing losses, finding immediate solutions to recovery and instilling confidence among workers in enhancing their sense of safety and reassurance, and there is no doubt that finding organized and complete mechanisms and policies to avoid these risks, avoid them, mitigate them and deal with them - if they occur - is one of the most important development programs in the Department, the Family Protection Department took the role to adopt a risk management plan, which aims to:

  1. Institutionalizing the general policy of risk management in the Department.
  2. Establish a mechanism for comprehensive monitoring of all potential risks in the department.
  3. Develop the necessary procedures and scenarios to confront these risks and limit their repercussions.

 

Fifth: Devoting the concepts of innovation and security leadership

 The cooperation with the Innovation and Development Center in the Public Security Directorate reflected enhancing the efficiency and practical skills of the employees in the Department through the qualitative and non-stereotypical training provided by the center, in conjunction with the dedication of the concepts of innovation and security leadership, especially within the course of the Department’s work with innovative and pioneering thinking, both in terms of providing solutions to increase the quality of services provided or implementation of community leadership initiatives.

 Sixth: CHIPOFF system

 This special technology has been developed in the Digital Evidence Laboratory of the Technical Support Department (formerly sexually exploited children via the Internet) to extract digital evidence from broken phones due to the presence of many phones related to cases that contain digital evidence that are seized or disabled by the perpetrators to hide the evidence that they are proven guilty, as the technology depends on extracting a chip from cell phones and reading data from them, and this method is one of the most difficult ways to extract data, and is used when all other methods fail.

 Seventh: Expansion of the work process automation system

 In continuation of the participatory approach with service providers and to increase its flexibility, all tenders for the automation system expansion project have been completed, which aims to raise the level of service provided to citizens, by raising the level of coordination, defining responsibilities, saving time and effort, and reducing the use of paper transactions, and ensuring access to information with accuracy and high efficiency. All departments were provided with internet service, computers and printers necessary to maintain the system.

Eighth: The social and health follow-up system

 An electronic application for social studies was developed and all requirements were prepared from tablets, personal computers and a network for the system, which aims to automate the periodic follow-up procedures for social studies and electronically arrange them according to priority, determine responsibilities and raise the level of accountability and self-monitoring, as this project was accomplished in cooperation with UNICEF and UNHCR.

 Ninth: Contribute to the development of legislation, policies and practices

 The Family and Juvenile Protection Department participated in preparing theoretical frameworks, procedural and training manuals, and participated in several committees that would develop work on several issues related to juvenile justice, gender-based violence, child rights, violence against women and children, reducing child labor and other topics in cooperation with local partners and international organizations. It also adopted many forms of cooperation and follow-up within the family protection work system in Jordanian society, the most important of which were:

  1. Cooperating with the National Council for Family Affairs to complete the executive plan for packages of basic services for women and girls exposed to violence.
  2. Follow-up with government agencies concerned with legislation regarding some domestic violence laws.
  3. Adoption of the document of the national framework for protecting the family from domestic violence, which is one of the pillars of reference for the strategic plan of the Public Security Directorate 2021-2023.
  4. Amending the response to domestic violence issues to priority number one within the unified 911 communications system.
  5. Conducting the necessary correspondences to allocate plots of land to implement the model field divisions project.
  6. Documenting the archive of development in the Family Protection Department through an office
  7. Activating self-censorship in cooperation with the Supreme Council for Family Affairs.
  8. Enable settlement procedures.

 Tenth: The electronic library

The creation of an electronic library was initiated to enhance the development of work mechanisms in the Department  based on the scientific principles. The first phase included the documentation of 63 procedural and training manuals, in addition to 248 refereed scientific studies.
