- Existence of a fire incident (requires a technical investigation to find out the cause of the fire based on an order from the Operations Manager).

The fire site officer requests a specialized technical opinion for the cause of the fire for some cases.

The Duty Director of Operations assigns the investigation team to go to the site of the fire in order to start the process of technical investigation into the causes of the fire The investigation team inspects the entire site, determines the starting point of the fire, studies the effects, holds samples (if needed), takes witness statements, and photographs for the site.

If there are samples of fire waste, the Laboratories Division / Section of Examination of Fire Waste Samples will analyze the samples according to the adopted system and issue a certified report of the results.

The investigation team writes a certified technical report on the causes of the fire, in which the general description of the site, observations of the fire, and the starting point of the fire are determined, and then determines the technical cause of the fire.

The report is sent to the Operations Department and the directorate concerned with the fire (according to the governorate) with the attachments (if any).

The Operations Division shall attach the report with the incident report and deliver it to the service recipient upon his attendance, or an official letter to the requesting party.
