Briefing 

1973  the beginning of  the department dates back to formation of  the planning and organization section, which was followed  to the Operations Branch of the Public Security Directorate, and was called at the time (the Planning and Organization Branch) .

1975  the branch of planning and organization branch was merged with the Department of Supply and Equipment, with the  name of  (Planning and Organization Department).  In 1978, the department was separated from the Department of Supply and Equipment and merged with the Training Department and named (Training, Planning and Development Department).

In 1985  the department was separated from the Training Department and named (Department of Studies and Planning).

In 1986, the department   was renamed (Planning, Organization and Studies Department) and was attached to the Assistant Director of Public Security for Operations, Planning and Training.

In 1988,  The Department of Studies was separated followed to the Information Department and its name became (Planning and Organization Department).

A plan to reform the Public Security Directorate was approved in 1990 and was called (Department of Planning, Organization and Studies).

In 1994, the department was renamed (Planning and Organization Department) and associated with the Assistant Director of Public Security for Planning and Management.

In 2018, the name was changed to (Planning and International Cooperation Department) and associated with the Assistant Director of Public Security for Management and Human Resources.

In 2020,  After the issuance of the Royal Decree merging the Gendarmerie and Civil Defense forces under the umbrella of the Public Security Directorate, the Department of Planning and Organization in the Gendarmerie Forces and the Department of Planning and Organization in Civil Defense were merged into (the Department of Planning and International Cooperation) and followed to the Assistant Director of Public Security for Management and logistic support, while maintaining the Division In the civil defense and the gendarmerie to report to the director of Management and human resources.
